Grants Administration

Mission Statement:

The mission of the Grants Administration Department is to provide grants/contracts compliance, grant writing, policy development, project development/implementation, travel and asset compliance, planning/studies, and research while adhering to Federal, Tribal and State rules and regulations, with an emphasis on inter-departmental communications and cooperation. These services are provided in order to expedite the cultural, economic, community, health, education, and environmental development of the Tribe and to support the overall mission and goals of the Office of Budget and Finance.

Objectives:

  • To develop, research, and implement resources of support to divisions and departments in order to bring to fruition the vision of the Tribe.
  • To provide compliance assistance to Tribal employees with regard to travel, by making the process easier and timelier.
  • To provide grant writing services in order to help programs obtain funding for planning, special projects, equipment, support staff, etc., so that the programs may provide expanded services to the overall Tribal membership.
  • To prepare for and attend meetings of various programs, committees and groups to assist them with research, feasibility studies, surveys, and other planning tools related to specific development opportunities.
  • To assist programs with understanding the rules, regulations, and compliance aspects of grants and contracts.
  • To assist programs in facilitating grant requests through the Executive office and the Budget Committee.
  • To propose policy, suggest policy changes, and interpret policy by responding to inquiries about specific policies whether they are Federal, State or Tribal.
  • To assist the public with site development.
  • To assist programs with asset compliance including approvals for capital purchases, and ensuring that the assets are booked into the fixed assets module.
  • To provide required data for the timely completion of the annual external audit.

Lavita Hill, Senior Compliance Officer 497-1796

Provides grants compliance including technical advice & assistance on reports, OMB circulars, etc. Maintains official FFA schedule for the Tribe & compiles data for the Indirect cost proposal.

Eve Chekelelee, Compliance Assistant 497-1845

Maintains travel database for all Tribal programs. Approves travel requests if no outstanding debts or reconciliations are owed, and provides technical support in GEMS purchasing.

Tamitha Fourkiller, Asset Compliance Officer 497-1794

Maintains official fixed assets inventory for the Tribe, along with property records. Processes purchase authorizations, approves capital purchases.

Lucy Dugan, Administrative Assistant 497-1843

Provides administrative support for the office. Will provide information about the staff if you are unable to reach someone. Handles travel when Eve is out, and provide technical support for programs on GEMS purchasing.

Kandy Ensley, Office Grants Administrator 497-1844

Maintains official grant application request log. Assists programs with questions concerning applications and resolutions. Will notify you if you are scheduled for budget committee.

Kim Fischer, Tribal Planner 497-1678

Assists in the development of ordinances, resolutions, plans, and processes at the direction of the Tribal Council, Chiefs, or planning board. Processes site development checklists for all new construction, and assists with grant writing for Finance Division.

David Wyatt, Tribal Planner/Grant Writer 497-8135

Provides grant writing assistance to programs in Operations Division, Deputy Marshall, and the Office of the Vice Chief. Also provides grant writing services as well as assisting committees, Tribal Council & the planning board with long and short range planning.

Brandon Stephens, Tribal Planner/Grant Writer 497-1846

Provides grant writing services as well as assisting committees, Tribal Council & the planning board with long and short range planning. Will provide grant writing assistance to programs in Administration, Housing, Attorney General, and Health & Human Services divisions.
